- Combine chicken, garlic, ginger, green onions, cabbage, soy sauce, sesame oil, salt, and pepper in a bowl.
- Place 1 tablespoon filling in each dumpling wrapper and seal edges.
- Pan-fry dumplings in oil until bottoms are golden.
- Add water, cover, and steam for 5–6 minutes.
- Remove lid and cook until bottoms crisp again.
- Serve with soy vinegar dipping sauce.
