- Preheat oven to 350°F (175°C). Line cupcake pan with liners.
- Whisk flour, sugar, baking powder, and salt.
- Add softened butter and mix until crumbly.
- Add eggs, milk, and vanilla; mix until just combined.
- Fill liners 2/3 full and bake 18–20 minutes.
- Beat butter until creamy, then add powdered sugar gradually.
- Add cream and vanilla; beat until fluffy.
- Pipe frosting onto cooled cupcakes.
- Decorate with sprinkles and toppers.
