- Preheat oven to 350°F (175°C) and line baking sheets with parchment paper.
- Whisk together flour, cocoa powder, baking soda, baking powder, and salt.
- Cream butter and sugar until light and fluffy.
- Add eggs, one at a time, then stir in vanilla and red food coloring.
- Gradually mix in dry ingredients until a soft dough forms.
- Shape dough into small bear shapes on prepared baking sheets.
- Bake 10–12 minutes; cool completely on wire racks.
- Beat butter and powdered sugar, add milk and vanilla to make icing.
- Pipe icing onto cooled cookies; use chocolate chips for eyes and nose.
- Allow icing to set 30 minutes before serving.
