- Peel the carrots and julienne them into thin matchsticks or ribbons.
- Place the carrots in a large mixing bowl.
- Add garlic, green onions, sesame oil, soy sauce, rice vinegar, honey, chili flakes, optional red pepper flakes, salt, and black pepper.
- Toss thoroughly until all carrots are evenly coated.
- Sprinkle sesame seeds and chopped cilantro over the top.
- Let the salad sit for 5–10 minutes for the flavors to blend.
- Serve immediately or chill before serving.
