- Preheat oven to 400°F (200°C). Cut top off garlic bulb, drizzle with olive oil, wrap in foil, and roast 35–40 minutes.
- Boil baby potatoes in salted water for 15–20 minutes until fork tender.
- Drain potatoes and place them on a parchment-lined baking sheet.
- Mash roasted garlic into softened butter with olive oil, salt, and pepper.
- Gently smash each potato using the bottom of a glass.
- Brush garlic butter over potatoes and drizzle lightly with olive oil.
- Roast 20–25 minutes until crispy and golden.
- Garnish with parsley and parmesan before serving.
